Empowering Employees, Strengthening Service: Highlights from the CBHRS Orientation

On December 12, 2025, the University of the Philippines Diliman took another significant step toward strengthening its people systems as the Human Resource Development Office (HRDO) conducted the Competency-Based Human Resource System (CBHRS) Orientation at the Institute of Biology Auditorium. The activity brought together employees from across the campus and was also livestreamed via the HRDO Facebook Page, allowing a wider segment of the UP Diliman community to participate.
Setting a reflective and inclusive tone for the afternoon, in her opening remarks, Vice Chancellor Adeline A. Pacia emphasized that the pursuit of excellence in UP Diliman goes beyond recognition or compliance. Instead, she highlighted the importance of continuously improving systems and processes to deliver faster, more efficient, and more meaningful services to the University’s stakeholders. She called on employees to take an active role in this transformation, recognizing them as essential partners in bringing the competency-based approach to life.
The discussion then moved to the broader context of human resource reform, led by Director Arthur A. Gonzales III, who introduced the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) and its alignment with CBHRS. He shared how HRDO’s strategic direction—supported by digital initiatives such as PUSO and UPD CAReS—aims to strengthen operational efficiency and strategic human resource management. He underscored that while PRIME-HRM accreditation is important, the true measure of success lies in consistently delivering excellent, people-centered service.
Building on this foundation, Ms. Sharmaine G. Cerezo, Personnel Specialist II, provided a clear and practical discussion of the CBHRS components and how competencies are integrated across recruitment, performance management, learning and development, and rewards and recognition. She explained how defined competency categories, proficiency levels, and behavioral indicators help clarify expectations, guide employee development, and recognize exemplary performance across different roles in the University.
An interactive open forum followed, with onsite and online participants raising thoughtful questions on assessment, fairness, role alignment, and applicability across employee groups. The exchange reinforced that CBHRS is not a tool for exclusion, but a developmental system designed to surface strengths, identify gaps, and support both individual growth and organizational improvement through shared responsibility.
The orientation concluded with closing remarks from Mr. Rogelio T. Estrada Jr., Chief Administrative Officer of the HR Planning and Research Division, who encouraged participants to view CBHRS as a continuing journey rather than a one-time initiative. As the program closed, employees were invited to stay engaged, take part in ongoing consultations, and actively contribute to building a competency-driven UP Diliman. The University community is encouraged to follow HRDO updates, join future learning activities, and be part of shaping a stronger, more responsive public service culture.
