Reigniting Purpose in Public Service: GEAR UP on the Code of Conduct for Civil Servants


In an era where public trust is both vital and fragile, UP Diliman employees gathered for GEAR UP on the Code of Conduct for Civil Servants, a transformative training program designed to strengthen integrity, professionalism, and accountability in public service. More than just a compliance-based course, the program became a space for reflection, dialogue, and renewed commitment to the values that define public service.


The training opened with a powerful reminder from UPD Chancellor Edgardo Carlo L. Vistan II: regardless of position or salary grade, every public servant is called to serve with honor and excellence. This message set the tone for the sessions that followed, grounded in the principles of Republic Act No. 6713 and anchored on the University’s core values.


Throughout the program, participants were not passive listeners. Instead, they actively engaged in discussions, group activities, and real-life case analyses that brought the Code of Conduct to life. Conversations on nationalism and patriotism prompted participants to reflect on what it truly means to serve the Filipino people—not in abstract terms, but in everyday actions such as fair service delivery, respect for others, and commitment to the common good.


In one session, participants examined both inspiring and troubling examples of public service. They discussed how a single act—whether ethical or not—can shape the public’s perception of an entire institution. This led to a shared realization: “Hindi ang tao ang pinagsisilbihan natin, kundi ang bayan.” Service, at its core, is not about position—it is about responsibility.


As the sessions progressed, participants grappled with real workplace challenges—favoritism, delays in processes, ethical dilemmas, and the pressures of decision-making. Through guided discussions, they identified concrete ways to uphold fairness, avoid conflicts of interest, and build trust with the public. The emphasis was clear: integrity is practiced not only in grand decisions, but in small, everyday actions.


By the second phase of the training, the focus shifted to embodying professionalism, responsiveness, and simple living. Participants reflected on how their roles—whether client-facing or not—contribute to a larger system of public service. They were reminded that responsiveness goes beyond speed; it requires empathy, clarity, and a genuine commitment to meeting the needs of others.


The program culminated in a capstone project, where participants translated their learning into creative outputs—from videos to advocacy materials—demonstrating how the norms of conduct can be communicated and practiced in their respective offices. These presentations showcased not only their understanding of the concepts but also their commitment to applying them.


At the closing ceremony, the impact of the program was best captured through the words of the training valedictorian, Ms. Pamela Belmonte, who reflected:


“Naging eye-opener po sa ating lahat bilang mga lingkod-bayan. Nagspark ulit yung fire as we were reminded of our role in our offices and our society. Iba-iba man tayo ng tungkulin, pare-pareho tayo ng pinanghahawakang values—honor, excellence, and service.”


And perhaps most importantly, she affirmed the participants’ commitment moving forward:


“Rest assured na bitbit namin ang lahat ng aming natutunan sa training na ito upang ibahagi ito sa mga kasamahan namin sa trabaho.”


More than a training, GEAR UP became a moment of collective reflection and renewal. It reminded participants that public service is not merely a function of duty, but a calling—one that demands integrity, accountability, and heart.


As UP Diliman continues to shape a workforce grounded in ethical leadership, programs like GEAR UP ensure that its employees remain not only competent, but also committed to serving the Filipino people with honor and purpose.
