Expanding Reach, Deepening Commitment: LINANG’s Second Cascading in UP Diliman

With the support and guidance of the Office of the Vice President for Administration and Office of the Vice Chancellor for Administration, the UP Diliman Human Resource Development Office has successfully implemented the second batch of LINANG: Mga Serye ng Pagsasanay para sa

Pagpapaunlad ng Paglilingkod sa Pamantasan at Bayan. Held on 14, 15, 16, 20, and 27 April 2026 at the National Center for Transportation Studies (NCTS) and Balay Kalinaw, UP Diliman, this initiative builds upon the success of the first cascading sessions last October 2025, which significantly enhanced personnel capacity and fostered a strong sense of commitment among its graduates.


To expand the reach of this initiative, this second cascading session engaged 37 UP Diliman employees. The program aimed to cultivate dynamic relationships, social responsibility, appropriate behaviors, and quality of work for the University and the community.


The first part of the series, ROSES (Relationship Operations and Sensitivity Enhancement Seminar) as a Communication and Trust Improvement Tool to Reduce Misunderstanding and Enhance Efficiency, aims to deepen proficiency in interaction and operations of individuals within the organization. Facilitated by Asst. Prof. Ma. Theresa DC. De Guzman and Ms. Rosalita S. Burlat, ROSES guided the participants in deepening their self-awareness and emotional intelligence through reflective exercises and shared experiences. In this series, participants also explored strategies in communication, conflict resolution, and cultural sensitivity. A highlight of the session was the "Behind My Back" and "Carousel" activities, which created a profound emotional impact as participants exchanged affirmations, fostering a culture of mutual appreciation and safety.


The second part, WAVES (Work Attitude and Value Enhancement Seminar) as an Effective Tool to

Unite the UP Community to Achieve Organizational Excellence, is designed to foster a shared commitment to organizational excellence. Facilitated by Ms. Eva G. Cadiz and Mr. John Limwelle P. Lectura, WAVES serves as a catalyst for uniting the UP community in a shared understanding of the University’s Vision, Mission, and Values. By reflecting on the alignment between personal principles and UP’s mandate for nation-building, participants explore how core values—such as honor, excellence, and service—translate into daily behaviors like empathy, integrity, and professional commitment. Through interactive workshops and group dialogues, the program moves beyond individual achievement to cultivate a harmonized culture of ethical leadership and collaborative service. Ultimately, WAVES empowers employees to embody these values in every interaction, ensuring a collective contribution to the University and the nation.


The third and final part of the series, CSW (Completed Staff Work) as an Effective Decision-Making and Management Tool, aims to promote quality work through strategic decision-making and

effective management. Facilitated by Ms. Leizel P. Lectura and Ms. Jasmine G. Martinez, the participants explored various problem structuring methods, analyzed real-world workplace challenges, and proposed actionable alternatives, reflecting their professional integrity and commitment to institutional values. Ultimately, embedding CSW into daily operations empowers employees to contribute meaningfully to the University's success, protecting the organization from inadequate analysis while fostering a culture of accountability, data-driven research, and collective excellence.


The program culminated in the presentation of capstone projects and graduation, where participants shared their personal reflections and renewed commitments to the University’s core values. Group 4 received the Best Capstone Project award for their creative pageant-style presentation, "The Search for the Most Ideal UP Employee: MX. UPD: The Face of UP," which creatively illustrated the essential qualities of Tapat, Dangal, at Husay. The Group also commits to uphold the said values as their guiding standards in the performance of their duties. Arlyh F. Hirao of the Quality Assurance Office, recognized as the most outstanding participant, expressed her dedication and the importance of aligning professional actions with values by consistently delivering high-quality, comprehensive outputs grounded in integrity.


In her closing remarks, Vice Chancellor for Administration Adeline A. Pacia emphasized  the importance of building healthy relationships with your colleagues, developing conflict management and resolution skills, and fostering a positive workplace culture. She reminded the participants that being in public service entails carrying and fully embracing the weight of responsibility, transparency, and accountability. Acknowledging that these demands can be daunting, she encouraged the participants to remain steadfast, guided always by the University’s foundational principles: Honor, Excellence, and Service.
